Verden is ruled by four Council members and a High King or Queen who presides over them, both as an additional member and, primarily, as a tiebreaker. If the Council presents to the king or queen a problem with a solution the king or queen doesn’t approve of, the Council will have a set amount of time with which to draft a better solution. The king or queen is chosen from the five original Council members—one of each leading race—and, like the Council members, retains their position until removed by death, disgrace, or a vote of no confidence from the rest of the Council. The crown can be passed from parent to child, if the ruling parent decides their child is suitable to take it, and two of the four Council members agree to the child's suitability. If not they must choose a new heir from the remaining four Council members, limiting the likelihood that one race is always in rule. The elected king or queen must choose an heir by the time of their fifth ruling year, and the heir may be changed by them at any time. However, if the chosen heir is not the child of the monarch, no one will know who the king or queen has chosen until the king or queen’s death, to lessen the likelihood of others attempting to end the current monarch’s reign prematurely.

It is also possible for an embassy to be revoked. Other positions include valuable assets to the Council such as the treasurer and spy-master. There are also regional advisors that manage local governments. Agents of the Council are unique individuals that complete missions to ensure the country's stability, and are generally considered to be above the law.
